Direct mail remains a cornerstone of effective marketing, but rising postage and material costs can challenge marketing budgets. Fortunately, the United States Postal Service has designed promotions and incentives for 2026 to help mailers offset these costs. The 2026 calendar encourages the adoption of new technologies, engaging print techniques, and consistent messaging by offering postage discounts. Notably, the USPS has increased the base discount for its core promotions from 3% or 4% in previous years to a substantial 5% in 2026 with add-on incentives to get to 6-7%.

The prior Postmaster General was very aggressive at raising prices well beyond inflation – and the current one is working hard to get prices back in line with costs.

The Post Office wants marketing mail to work better for you! Most of these incentives encourage engagement and therefore higher response rates too. Make the mail more interesting, interactive, fun!

In my opinion, for most small volume mailers these discounts will be more work than they are worth! But we have to tell you about them so if scale happens you are ready to earn the savings.

As we move into the second half of 2026 marketers have strategic opportunities to reduce mailing costs while increasing engagement. This post summarizes the key promotions available during this period, detailing how you can leverage Integrated Technology, Continuous Contact, and stackable add-ons to maximize your direct mail return on investment (ROI).


Core Promotions Active in H2 2026

The second half of the year features three primary promotions designed to reward innovation and strategic planning. While some promotions, such as the Tactile, Sensory & Interactive Promotion and the new Catalog Insights Promotion, concluded in the first half of the year, H2 offers powerful incentives for tech-integrated and targeted campaigns.

1. Integrated Technology Promotion

The Integrated Technology Promotion encourages mailers to bridge the gap between physical mail and digital experiences. By incorporating qualifying technologies, mailers can earn a 5% discount on First-Class Mail and USPS Marketing Mail.

What makes this promotion uniquely valuable is its flexibility. Mailers can select any six consecutive months during the 2026 calendar year to run their promotion. This means that if you have not yet participated, you can designate your six-month window to fall entirely or partially within the second half of the year, perfectly aligning with fall or holiday campaigns.

To qualify, the mailpiece must incorporate one of several approved technologies that elevate the user experience. Eligible technologies include:

  • Augmented Reality (AR), Mixed Reality (MR), and Virtual Reality (VR): Creating immersive 3D or overlay experiences when scanned.
  • Near Field Communication (NFC): Enabling tap-to-open digital experiences on smartphones.
  • Mobile Shopping: Facilitating seamless transitions from the mailpiece to an online checkout process.
  • Integration with Voice Assistants: Allowing users to interact with the brand via smart speakers.
  • Video in Print (ViP): Embedding video screens directly into the mailpiece.
  • Artificial Intelligence (AI): A newer qualification for mailers leveraging AI tools to generate copy or images for their direct mail pieces.

For most of our clients, the Mobile Shopping incentive is probably the easiest to implement using a QR code and your shopping-ready website to qualify for a discount.

2. Continuous Contact Promotion

Building relationships requires consistency, and the Continuous Contact Promotion rewards marketers who adopt a multi-touch approach. Running from April 1, 2026, through December 31, 2026, this promotion offers a 5% discount on USPS Marketing Mail follow-up mailings sent to the same address.

It is important to note that the initial mailing does not receive a discount. However, all subsequent mailings that complement or build upon the initial message earn the 5% reduction. Each piece should advance the conversation with the recipient. Additionally, the recipient data for the follow-up mailings must match at least 90% of the initial mailing list. This promotion is ideal for nurturing leads or executing sequential holiday marketing campaigns in H2.

3. First Class Mail Advertising Promotion

Exclusive to the latter part of the year, the First Class Mail Advertising Promotion runs from September 1, 2026, to December 31, 2026. This incentive provides a 5% discount on First Class Mail letters, cards, and flats that incorporate advertising or marketing messages.

This promotion is particularly beneficial for transactional mailers. By integrating personalized offers, event invitations, QR codes, or personalized URLs (PURLs) into essential communications like invoices or account statements, businesses can transform routine mail into revenue-generating touchpoints while enjoying reduced postage rates.


Stackable Add-Ons for Maximum Savings

One of the attractive features of the 2026 USPS program is the ability to stack "Add-On" promotions. Available year-round, these add-ons can be combined with a primary promotion to compound your savings.

Informed Delivery 1% Mailers can earn an additional 1% discount by participating in USPS Informed Delivery, an omni-channel feature that provides recipients with a digital preview of their physical mail.
Sustainability 1% By demonstrating that the paper used in the mailing comes from a certifiable, responsible source (such as SFI, FSC, or PEFC certifications), mailers earn an additional 1% discount. Only one element of the mailpiece needs to meet this requirement.

By layering these add-ons, a marketer participating in a base promotion (5%) can add the Informed Delivery (1%) and Sustainability (1%) discounts to achieve a total savings of 7% on eligible mailings.


Year-Round Mail Growth and Marriage Mail Incentives

Beyond the specific promotional windows, the USPS offers ongoing incentives to drive volume and collaboration.

The First Class Mail and Marketing Mail Growth Incentive provides a 30% postage credit for qualifying volume that exceeds a defined baseline, typically the mailer's 2025 volume or 1 million pieces, whichever is higher. This credit is issued quarterly and can be claimed alongside promotional discounts on the same statement, making it highly lucrative for expanding campaigns.

Additionally, the Marriage Mail Incentive offers a 10% discount year-round for marketing service companies that combine advertisements from multiple businesses (at least four advertisers) into a single Saturation USPS Marketing Mail piece, helping to share and reduce costs for individual advertisers.


Strategic Planning for Direct Mail for Second Half of 2026

The USPS 2026 promotions offer a path to save some postage provided you plan ahead. Registration is required for all promotions, and deadlines can arrive quickly. For instance, registration for the First-Class Mail Advertising Promotion opens on July 15, 2026, ahead of its September start.
